Digital Library Network South Asia
DLNETSA (Digital Library Network South Asia) is a regional consortium of South Asia Region. The objective is to create an operational and sustainable digital library network with focus on providing support for integrated library system and digital library activities with emphasis on use of Greenstone Digital Library (GSDL) and Koha ILS software user communities of this region, by:
- Formation/identification of a national network node for each country in South Asia region.
- Developing systems and procedures for enhancing web based information resource sharing. The network shall consciously work towards promoting inter operable Open Access Repositories (OAI) in the region.
- Advising on the development of an appropriate computing and communication infrastructure loi pinel.
- Designing and implementing programmes for skill enhancement of network.
- Supporting the development of full interfaces in the languages of the region and creation of at least one operational web-based national/regional language collection using GSDL by each of the national nodes..
- Creating digital collections of local information (indigenous knowledge) through GSDL and Koha ILS with a view to value add the quality of life of the community through information bartering/exchange.
- Encouraging and supporting national nodes to carry out education programmes through training, distance education to enhance the capability of national nodes staff in developing content of digital resources.
- Establishing an appropriate mechanism for coordination of activities on the design, and implementation leading to total development of DLNETSA and in due course its institutionalization.
This site is maintained by the General Secretariat of DLNETSA. The companion site of the Indian Institute of Management Kozhikode(IIMK) has taken reposibility for maintaining certain DLNETSA information, and in this case (DLNETSA discussion list, Greenstone training, multilingual support) and requests for this information are automatically transferred to the IIMK site.
Objectives
The principal objective of the South Asia Greenstone Network (DLNETSA) is to create an operational and sustainable Digital Library Network with focus on providing support for integrated library systems and digital library activities with emphasis on Greenstone Digital Library software (GSDL) and KOHA user communities, by:
- Formation / identification of a national Greenstone network node for each of the country in South Asia.

- Designing and implementing effective programmes for skill enhancement of network members by such means as may be appropriate;
- Supporting the development of full interfaces in the languages of the region and creation of at least one operational web-based national / regional language collection using GSDL by each of the national nodes;
- Creating digital collections of local information (indigenous knowledge) through GSDL and related software with a view to value add the quality of life of the community through information bartering/exchange;
- Encouraging and supporting national nodes to carry out user education programmes to enhance the use of digital resources (information literacy and IT literacy).
- Establishing an appropriate mechanism for coordination of activities on the design, and implementation leading to total development of DLNETSA and in due course its institutionalization.
The expected outputs of the meeting were:
· Statutes for South Asia Greenstone Network
· Steering Committee and Technical Committee formation
· Draft for sustainability mechanisms
· Project proposal for future international assistance
Organisation
For the co-ordination of activities of DLNETSA there shall be a Steering Committee consisting of heads of each national node or his/her nominee such as the Head of the Library of the nodal agency as its members. The Steering committee shall have a Chair, a Vice-Chair and a General Secretary elected by the members of the Steering CommitteeThe Steering Committee shall also have the powers to co-opt additional members as may be required. The co-opted members of the committee shall not have the right to vote.The tenure of the office bearers shall be 2 years.
The Steering Committee shall be responsible for overall policy-making, planning, coordination and review, and building up and operation of funds and all other activities of the network. It shall also ensure that the participating institutions work in harmony and towards the common goals. The Committee may transact its business by interaction among members via exchange of e-mails and other forms of communication. However, the Steering committee shall meet in full session at least once each calendar year. Normally, these meetings shall be face to face but may also be organized electronically or in mixed mode according to procedures approved by three quarters of the members.
The Chair, the Vice-Chair and the General Secretary shall form the Bureau of the Steering Committee. The Bureau may be delegated by the Steering Committeee to take specified actions between the meetings of the Steering Committee. The Chair of the Technical Committee shall be an Ex-Officio member of the Bureau without any voting rights.
The members of DLNETSA shall be national network nodes, limited to one per country in South Asia. The founding members are:

Members may withdraw from DLNETSA at any time by informing the Steering Committee. The Steering Committee may be admit a new member by a vote of two-thirds of the existing members or, after making all effort to find a mediated solution, exclude a member by a vote of three-quarters of the members.
Technical Committee
There shall be a Technical Committee constituted by the Steering committee to advice the steering committee and also oversee the implementation of the policies and programmes approved and adopted by the Steering committee. There shall be a Chair for the Technical Committee nominated by the Steering Committee. This Technical committee will be coordinated by the General Secretary.
Structure and Governance
The Secretariat of the network will be based in the office of the General Secretary for liaising with all the national nodes and network activity teams as with the technical committee.
“Rules of Procedure" or "By-laws".
The Steering Committee shall adopt Rules of Procedure to regulate aspects of DLNETSA governance which are not covered by the prior Articles.
